PF Collins International Trade Solutions is a Canadian-based organization offering international trade and project logistics solutions. With our head office in St. John’s, Newfoundland & Labrador, a secondary office in Halifax, NS, and Sales Representatives and Import Raters in numerous provinces, we deliver a suite of integrated services in Canada and around the world.
Our History
With over a century in business, PF Collins’ impressive story began in downtown St. John’s as a dry goods store. Through years of hard work being passed down to new generations, the modern day PF Collins thrives as an international customs brokerage and trade solution firm.

Our Team
Raymond Collins
President, MBA, CCS, CTCS
As President and head of the Executive Management team, Raymond guides the strategic direction of PF Collins’ operations in Canada and internationally. Under his leadership, the company has revolutionized its business processes and reduced its environmental impact through the use of modern technology and LEAN principles.
A Senior Consultant and expert in Canadian customs regulations, Raymond’s insight into the challenges faced by Canada’s offshore industries has resulted in economic benefits for our offshore clients. Former Chair of EnergyNL, he is committed to working with operators and industry associations to promote offshore exploration and sustainable development of Canada’s offshore industries.
Raymond is an Economics graduate from Memorial University and holds an MBA from St. Mary’s University. He is a Qualified Officer under the Canada Border Services Agency (CBSA)‘s Customs Broker Licensing requirements and a Certified Customs Specialist through the Canadian Society of Customs Brokers (CSCB). Raymond has also served as a Board Member for the Canadian Society of Customs Brokers.
In his free time, Raymond volunteers as a Pack Scouter with Scouts Canada, is an accomplished triathlete, and enjoys hiking with his Brittany Spaniel, Penny.
Gerry Mayo
VP Operations, B.Comm, CPA, CA
As VP, Operations, Gerry is responsible for managing PF Collins’ Freight Forwarding, Warehousing, Marine Agency, and Immigration Consulting departments. A Chartered Accountant and experienced senior manager, Gerry has held leadership positions in both the private and public sectors, including 10 years as Base Manager for FMC Technologies.
Gerry’s formal education includes a Bachelor of Commerce (Honours) from Memorial University, a Diploma in Project Management from the Norwegian School of Management, and extensive subsea technical, operations, and equipment training.
As Director of EnergyNL and Chair of their Research, Policy, & Communications Committee, Gerry works tirelessly to promote the development and growth of Newfoundland and Labrador’s offshore oil and gas industry.
When not working, Gerry enjoys spending time with his family, his Australian Labradoodle, Sadie, and contributing to various charitable and community organizations. An avid runner, he is an executive member of the STRIDE Running NL group and regularly participates in local road races, including the Tely 10 and the grueling Cape to Cabot.
Susan Collins
VP Business Development, B.Comm
Susan is responsible for overseeing PF Collins’ strategic planning, client services, contract administration, and marketing and sales activities. With over 15 years of experience, Susan specializes in project transportation and overall logistics for energy and offshore industries.
Susan graduated from Memorial University with a Bachelor of Commerce in 2003. She held positions in materials management, project logistics, and corporate tax affairs with Trident Exploration and Pentagon Freight Services in Calgary before returning to Newfoundland. Her tenure with PF Collins included roles within the Freight Forwarding and Import Departments prior to becoming VP, Business Development in 2017.
An active community volunteer, Susan has contributed as a Director of several organizations, including the Royal St. John’s Regatta Committee, Special Olympics Newfoundland and Labrador, and the Dr. H. Bliss Murphy Cancer Care Foundation. In 2017, she was awarded the Aidan Maloney Young Professionals Award by the St. John’s Northwest Rotary Club, an honour recognizing young professionals who are positively impacting their vocations and communities.
Karen Holden
VP Organizational Effectiveness
As part of the Executive Management team, Karen has greatly contributed to the successful growth and development of the company through roles in Administration, Finance, and Human Resources.
Appointed VP Organizational Effectiveness in December 2013, Karen is responsible for developing and implementing human resources and organizational effectiveness strategies in support and advancement of PFC’s mandate and business objectives.
Karen’s formal education includes designations through Memorial University, College of the North Atlantic, the Certified General Accountants Association, the Canadian Payroll Association, and the International Personnel Management Association.
In her spare time, Karen is an avid photographer and enjoys capturing Newfoundland and Labrador’s scenic landscapes and diverse wildlife.
Deborah Osborne
VP Customs & Consulting, LCB, SCMP
Deborah manages PF Collins’ Customs Brokerage and Customs Consulting/Compliance services across Canada. She is the elected Chair for the Canadian Society of Customs Brokers (CSCB) and Canadian CSCB Director for the International Federation of Customs Brokers Associations (IFCBA). Deborah is a Licensed Customs Broker (LCB) and certified Supply Chain Management Professional (SCMP). Throughout her career, Deborah has played a key role in enhancing performance standards through process re-engineering and compliance strategy execution.
A senior manager with over 30 years of experience, Deborah has provided customs brokerage and trade compliance support to a diverse range of clients and industries across US and Canada. She has proven expertise in developing corporate procedures while establishing company-wide compliance priorities and maintaining a functionally-integrated compliance structure.
Deborah is internationally recognized for identifying growth opportunities and providing tactical solutions that increase efficiencies, improve accountability, and accomplish KPI and profitability goals. She regularly hosts customs training seminars and workshops to assist business owners, customs brokers, importers, exporters, managers, purchasing agents, lawyers, and buyers on a variety of Canada & US customs-related topics.
Deborah was named one of the Top 100 Influential Women in the Canadian Supply Chain by Supply Chain Canada.
Sharlene Goobie
VP Finance, B.Comm, CPA, CA
Sharlene coordinates the daily activities of the Accounting and Administration Department and directs the financial planning and budget management functions for all departments and office locations.
Graduating from Memorial University in 2001 with a Bachelor of Commerce, Sharlene articled with Quinlan and Taylor Chartered Accountants before obtaining her Chartered Accountant (CA) designation in 2003. Soon after, she moved to Bermuda to work with Chevron Canada prior to returning to Newfoundland and joining PF Collins in 2009.
In addition to her role as Executive Management, Sharlene is LEAN certified through Canadian Manufacturers and Exporters (CME) and leads PF Collins’ LEAN implementation team. Since late 2011, the team has conducted over 30 Kaizen events, contributing to efficiencies in business processes and improvements in employee morale, quality, and customer service.
As one of the first service companies to successfully implement LEAN principles, Sharlene has been invited to speak at national CME conferences and has represented PF Collins as both a member of CME’s Advisory Board (Newfoundland) and Chair of the Fluent Manufacturing Consortium.
Sharlene is also a member of the PF Collins Senior Female Rowing Team in the annual Royal St. John’s Regatta and is the VP of Finance and Administration on a volunteer basis at the East Coast Trail Association in Newfoundland and Labrador.
