Why Is This Happening?

Toughen border measures to combat foreign steel dumping. Strong border enforcement is critical to prevent foreign steel dumping, including through mislabeling or mischaracterization, which threatens Canadian businesses and jobs. Effective enforcement requires up-to-date information, expertise, and resources. To meaningfully strengthen compliance and protect the integrity of Canada’s steel supply chain, the Government, through the Canada Border Services Agency (CBSA), is introducing new measures:

The CBSA will make it easier to receive and act on tips related to non-compliance involving steel goods. This includes enhancements to the secure Border Watch online portal, making it easier for individuals and businesses to provide information related to mis-declared information or other suspected non-compliance. Expanding this channel will support earlier identification of risks and more targeted enforcement activities.

The CBSA will work with the Canadian Steel Producers Association to establish recurring technical workshops that support effective enforcement. These sessions will focus on the technical characteristics of steel products, global supply-chain practices, and the information needed to support enforcement and compliance. Ongoing collaboration will help ensure CBSA officials remain informed about current industry practices and evolving global market conditions.

The CBSA’s newly established Market Watch Unit will prioritize timely updates on steel market prices. The Market Watch Unit analyses trade flows and identifies products that may be at greater risk of being dumped into Canada. The Unit will now prioritize updating normal values for steel products to reflect current production costs, export prices, and global steel market conditions. This will help ensure that trade remedy duties collected on imports are accurate and consistent with evolving global dynamics.

The CBSA will establish a dedicated steel trade compliance team focused exclusively on enforcement activities related to steel. This specialized team will conduct targeted reviews, compliance activities, and focused enforcement in the steel sector.

Effective June 27, 2025, Certain Steel Goods will be subject to Surtax of 50% under a quarterly Quota basis. Global Affairs Canada (GAC) issues Import Permits on a per shipment basis up to 15 days prior to the expected date of arrival in Canada. The permit is valid up to 5 days prior and 14 days after the date of arrival in Canada.

CBSA will automatically apply the Surtax to all shipments without a shipment-specific permit, regardless of whether a permit is pending or unavailable at time of clearance.
Avoid unnecessary costs and delays by watching for these common pitfalls:

Assuming GIP Exempts Surtax

Missing Permit Deadlines

Import Permits are valid from 5 days before to 14 days after the expected arrival date. Applying late or incorrect timing can void the permit, triggering the surtax.

Failure to provide the required Country of Melt and Pour (COM) documentation or proof of goods in transit prior to June 27th will result in delays or the application of surtax.

Overlooking Additional Duties

Even with a valid permit, you may still face anti-dumping duties, countervailing duties, SIMA measures, or other surtaxes. These apply separately and are stackable.

Support for Canadian Businesses

As a first line of defence, Canada’s robust system of economic support programs is available to help businesses and workers directly impacted by U.S. tariffs. This includes financing and advisory supports for businesses through financial Crown corporations and supports for workers.

Some of the supports that are already available include:

Trade Commissioner Service
The Trade Commissioner Service helps Canadian businesses grow with confidence by connecting them with its funding and support programs, international opportunities, and its network of trade commissioners in over 160 cities worldwide.

Business Development Bank of Canada
Business Development Bank of Canada (BDC) provides financing solutions and advice to small and medium-sized businesses in all industries and at every stage of growth.

Export Development Canada
Export Development Canada (EDC) helps Canadian companies of all sizes succeed in global markets with trade knowledge, financial solutions, insurance, equity and connections.

Farm Credit Canada
Farm Credit Canada (FCC) is a dedicated lender for the agriculture and agri-food sectors and provides a range of financial products and services to support Canadian farmers and business related to farming.

The government will closely monitor impacts across sectors and the economy, and will bring forward additional measures to support workers and businesses as needed.

The government is also taking steps to mitigate the impact of its tariff countermeasures on Canadian workers and businesses by establishing a remission process to consider requests for exceptional relief from the tariffs imposed as part of Canada’s immediate response, as well as any future tariff actions.

Buying products made in Canada is a great way to support Canadian entrepreneurs, Canadian workers, and members of your local community.

When shopping, check products for “Made in Canada” or “Produced in Canada” labels, and consider buying them instead of other available products.

Background

The Government of Canada has released a notice of intent to impose surtaxes on Chinese steel and
aluminum in response to unfair Chinese trade practices.

The Government recently assessed unfair Chinese trade practices in the electric vehicles sector. Concerns
were raised regarding unfair competition from China, including pervasive subsidization, and lack of
rigorous labour and environmental standards in the steel and aluminum sector. Stakeholders indicated
Chinese producers are benefiting from unfair, non-market acts, policies and practices and jeopardizing
investments for producers in Canada.

Canada, like-mind trading partners, and the Organization for Economic Cooperation and Development
(OECD) have long noted concerns with Chinese structural overcapacity and impacts on global trade. China
is the world’s largest steelmaker, producing over 1 billion metric tonnes in 2023 (54% of global
production). Since softening global demand, China has increased its capacity by 18.6 million metric tonnes
(more than Canada’s total production capacity) since 2018.

The United States and Mexico have identified similar concerns, in May of 2024 the US announced an
increase in its section 301 tariffs on a range of products imported from China, including steel and
aluminum.

Scope of Surtax

The federal government intends to impose a 25% surtax on imports of steel and aluminum products from
China and a 100% surtax on all Chinese-made Electric Vehicles, including electric and certain hybrid
passenger automobiles, trucks, buses, and delivery vans. The initial list of goods subject to this surtax and
those related to EVs can be found & downloaded below.

The final list of goods subject to surtaxes will be announced by October 1st, 2024, with the surtaxes taking
effect on October 15th, 2024. The surtaxes will not apply to Chinese goods that are in transit to Canada on
the day on which these surtaxes come into force. The government intends to review this change within
one year.
